If you're calling it a dump chances are a lot of shitty people think its a nice place. Therefore a lot of break-ins. Wouldn't you want to catch a fucker breaking into your house?

The owners should be shot and pissed on. Dog could have left the kid severely deformed or killed him. The kid's lucky the dog just went for his leg.
