Replying to Full Tilt sizing year to year

So I'm looking into buying some Full Tilt classics. I tried on the 2013/2014 pair at my local shop and thought they were really comfortable. I looked online and found a pair that I believe were from the 2012/2013 season, they're the red and black instead of purple and green. I checked the sizing and they have the size I wanted, but when I looked at the sizing chart it said a 28.5 was equivalent to a 10.5 and not the 11.5 that I usually wear, and that fit in the shop. So my question is did full tilt change their boot sizing between those years, or was the chart just messed up?
