CheddarJackHiggin's Beach in Scarborough ME is a pretty popular surf spot. It's a great beach too. What kind of camping are you hoping to do? Are you looking for more of a camp ground/RV park or more of a place to tent out?
Anything in ME this time of year will be unbearably cold. Honestly that's the case for most of new england since water temps are between high 30's and mid 40's but warming up quickly. Once the combined air and water temperature is close to or over 100 fahrenheit it's usually alright to go out, but that's also for kiting where the wind makes everything a lot colder
There are some good surf spots working south along the coast from RI down into Long Island and NJ, so it's really where you want to be for 2 weeks. This time of year most wind will be afternoon thermals out of the south or southwest, so having a direct southern exposure can often avoid shitty cross chop
