Look at the stark contrast between the options Shaqiri and Messi had to move forward. Messi had a quick break, with a 3 on 3 (maybe 4), he would be a fool to fall during that. Players realize when they should and should not fall (remember Switzerland vs. Ecuador and 91st minute goal) and Messi probably realized he was better off playing that ball than falling. When Shaqiri fell, it was 3 v 6 on a parallel line on top of the 18. He had few options there, and realized a freekick was a better option than forcing an nonexistent play.
Believe it or not, there is an unfortunate art and strategy to flopping and this was exemplified by the actions of Messi and Shaqiri. I imagine Messi would have done something similar in Shaqiri's place.
Well, if you don't like flopping go look at American football or baseball because it occurs in hockey and basketball.
