Not sure what you mean by boon but here is why it benefits the US in 2 main points.
1. Long ball play will be difficult. These newer balls are designed to be extremely light and aerodynamic. As such, when struck properly, they have a lot of movement like a baseball pitch may. However, when it is wet, they are more likely to be struck incorrectly and slice and curve in ways that they would normally not. This means that the long passes will be less accurate.
This means that the field will condense, as players are less likely to go on lung-bursting runs in fear that they will slip or lose the ball in a puddle.
2. Dribbling will be difficult. The wetter the field, the more likely players and balls are to slip. The players will be less willing to make cuts and will be more likely to run in a straight line. Additionally, the ball will be slippery and harder to control, meaning individual dribbling skills will have less impact.
You add those two together and you have a type of play that will be void of long ball play and dribbling, meaning that you will be left with two options, short passes and predictable dribbling.
Therefore, hypothetically, the Germans will be unable to use their superior technical ability against the Americans.
