sure. ive done it a couple of times and never had a ski break. you should be fine. just make sure the holes are far enough apart from eachother.

You can do it, your skis will probably not last long after it though if you're skiing aggressively. Last time I drilled a pair for the third time I actually snapped them in half under my binding on a backseat landing

It depends on the skis and why they need to be remounted. I get a lot of people (11-15y/o) who remount their skis for a third time to go from 1.5 cm back to dead center. It's just not worth it if it is avoidable, but if it's a bigger change or you need it to fit your boot a third mount is generally pretty safe if it is done correctly.
