Got a friend who was watching via skype(!) so I checked for a VPN that might work. This UK VPN definitely works with the BBC's live stream:
http://www.ukipvpn.com/setup-vpn/
Make sure to select PPTP or it won't work; other wise the instructions are clear.
Once its up and running, you can watch the BBC's live stream from anywhere in the world at this site:
