both of those bindings have a decent amount of travel in the heel, so they will be able to be adjusted, assuming they can go 13mm the correct way. if not, just the heels will need to be remounted, which isnt a huge deal
one thing i will point out though, is that going to a smaller boot without remounting will move the mount point slightly forward. if you are centered now, changing the bsl 13mm will make you 6mm in front of center (not a huge deal, my recoils are about 4mm infront of center after they were centered and i got smaller boots, you cant really tell that much of a difference). unfortunately in your case, the holes would be too close together to move the toes so that they are at the same mount point, so you can either leave it and your mount will be slightly in front of where it is before, or move it back far enough to be safe with the holes, which would put you about 1cm from where the toes currently are
