It's a vans, not a dakine, it's not supposed to be waterproof

No hip straps, just chest strap. But as far as waterproof goes its not at all.

the tech of the pack isn't determined by the band, dakine makes some none waterproof packs (granted most are waterproof). I couldn't tell the type of fabric from the picture. bump good luck op
