So the otherday I was hitting my pvc rails and all of sudden the legs just broke off. So I want to rebuild them. I have all the lumber and everything, I just like to know what is the best way to make the supports so that the legs don't move at all. Answers would be appreciated.

You can put an lower 2x4 running the span of your rail in addition to the upper one that the pvc sits on. Get the end legs in and then cut the other legs as you go. Cut them a tiny bit larger than they need to be and pound them into place. They'll be rock solid before you even secure them with screws/nails.
The whole rail should be nice and rigid and there's no way in hell you'd be breaking one of those legs by sessioning it.
If for some reason that isn't enough, you're bored as fuck and have a miter saw and extra 2x4s, or you need this rail to withstand snowplows earthquakes fat friends etc you can cut some diagonal supports to hammer in and then that frame will be like a rock. If you cut both angles on each side and pound it in that won't be going anywhere. Throw some nails or screws in there and it'll last longer than your house.
