Recco is pointless and should not define your search, with that said all the jackets in your price range will most likely have it.
Arcteryx and Norrona are second to none (in my opinion). I have had several Arctyrex pieces and never had a problem with durability, hell I use my arcteryx pants when I am doing construction in the winter and they are still flawless. I have an arcteryx jacket that is eight years old and one that is two years old, I still use both constantly and have yet to see any decline in quality. Seriously I cannot say enough good things about arcteryx. I have had other top tier jackets (Armada, trew, etc..) but none of them really compared to my old jackets until I used a Norrona Lofoten for a season. Definitely on par with arcteryx. If you want durability and a superior jacket I would highly recommend both of them.
