Full tilt in 28 or 27

I have 29.5 in full tilt and it is way too big. Now I'm either 28 or 27 in size. 28 is quite comfortable and 27 is quite tight. I'm a little unsure what size I should go as inner boot expands quite a bit.
When I measure my foot it shows 27 maybe 27.5 ich.

Any tips on what I should go for?
