canada knows how good their society is and will be damned to have it go the way of the UK/France/Scandanvia by letting a shit ton of refugees in and having them take from heir generous social programs rather than contribute with skilled and/or cheap labor

Well it accepts them to enter the country, and while shit is getting sorted out they can't live a free life because of 'flight risk' - they are just worried they're going to run away because of imo no good reason and racism. Even if you think this action is reasonable, most sane countries have a limit to the detention period where they either immigrate or are sent back. Instead some people here are held for 10 years in sub-standard (even for prisons) conditions.
