Binding lift, plate?

Whatever they are called do they mount on to TM's? Do they help reduce chatter? What are the pro's and con's of them?

Personal preference: I would not get them
I believe racers use them to get more arc in their turn and probably to keep there boots from catching on the ground when they get really low on the ground.

the short of it is with them you have a better carve but less stability off landings

More lift = more sensitive control, less stability.
Lower = stable on landings, but not as much carving power.
