Making shaky/scratchy text

anyone know the effect at the beginning of this video to make that scratchy/shaky text in premiere?

Easiest way is to hand draw 4-5 versions of the title you want in Photoshop and have each version a little different (or a lot) depending on what your going for. Save them with an alpha background as a .png and then bring them in to your editing software and adjust how long each frame is to get the old school animation look, then copy and paste the sequence to the desired length.

It's essentially hand drawn animation, and if you understand how that works you can use Flash or whatever you want to get the same outcome.
