Replying to Callout: willms (Marshall Willms)

On July 31, I sent willms my money for his airbrakes over paypal. After a while passed I texted him and he replied just saying it was a goof up and he will get them out soon. Another few weeks pass by and he tells me they got returned due to bad handwriting and he says he will ship them. I wait another few weeks pass by still nothing so I text him and he responds telling me he has been super busy and he is in the process of moving so he will send them the next day with a tracking number. So then he tells me he sent them but i never get a tracking number. A few weeks pass still no goggles. So now I am trying to text him and he won't reply. The messed up thing is that I bought pants from him before without any issues. So now that it has been a few months I am sick of waiting and Im concerned I will never get my goggles. I have his number and address. If anyone knows him or can help me get a hold of him please pm me or comment. thanks so much.
