What is this video effect called?

I keep seeing people use the effect where they mask a video with what seems like a solar flash. It looks sick and I'm trying to get it.. +k for help

Film burn/light leak.

But please don't do it. Everyone and their grandma utilizes that effect these days.

Probably actually a solar flare. There is a plugin for after effects called optical flares which is great for designing flares. Take a look at it if that is the effect you were talking about.

Yeah they are called light leaks. You just layer them over your clip in post production.
