This is just a guess, but, maybe shot normally or flatitsh, do some sort of s curve in red and green channels, put a tiny amount of blue in the shadows.
Then you have to make it so the black point is lower, I believe that's how you'd call it. But basically get rid of any true blacks, and in doing so you'll get the lower contrast, faded look. If video has a curves adjustment, you'd take the curve for all channels and move the shadows part so it's not black, but try to kep the upper 2/3 of the curve normal. This is sometimes
how I do digi shots. It's black and white, but I adjusted it so there was much less full blacks.
And I keep talking about curves, but I'm not sure video has curves so... May or may not apply.
