Mt hood or whistler mid-late August?

I wanna get some summer skiing in, but won't be able to until mid to late August, first of all at that time is mt hood or whistler in better condition? Who's got the better public park? You can get into COC and Windells without being "in" the camp correct? Like dig or pay?

All the camps end early august at hood, if they build the public on palmer it could be real fun

2 years ago I spent a summer at hood, at the end of august the public park was moved up into high cascades lane and was really fun. It also meant you could lap palmer chair all day and not have to hike.
