I think this whole thing is being blown out of proportion. It has been and still is legal outside of compeition. It's been this way for years and years. All they have done is raised the limit that you can test by. The article posted here says that athletes can use it to 'calm their nerves before a contest' and that is exactly what WADA doesn't want people to use it for. They realize now that it may not be performance enhancing per say, but it does have somewhat helpful use to some people in terms of anti-inflamatory and increased confidence which in terms means that they will never make it fully legal in competition. It's not entirely up to WADA, they set the major guidelines and then each country has a NADO (National Anti-Doping Organization) which can regulate however they choose. For example, the US has USADA where Marijuana is legal outside of competition but not in competition and then there's SSC (Swedish Sports Confederation) where it is illegal inside and outside of competition. None the less, it's pretty interesting to see that they are actually bringing this up at meetings and reviewing their regulations on Marijuana.
