Pop up moving flashing adds

I saw this alot using my schools computer in plymouth nh, now I am seeing it in ma. These adds are popping up and what not. National guard adds, dating serivce adds. How do I prevent this strange stuff.

We try to keep these away as much as possible. You are the first we've heard in a while, so it is quite possible it is something worked into your browser thats causing it.
