That's really my point... Him standing in a public space with a cell phone gives no grounds for arrest.
Whether he was taking pictures or checking for a damn signal, there was no investigation into what happened, and they just simply cuffed the guy - who DIDN'T resist any arrest, because he had his hands behind his back and did what they told him to.

Whole thing would have never happened if there was no illegal arrest to start with. I blame the first two cops who decided to arrest a guy in a public space, who was not interfering with the armed robbery investigation to begin with - simply a bystander with a phone. How is that a threat.
