New camera!

I know you said you do not want a GoPro but at the 400 price point you're talking about I think that would be your best buy. I own a GoPro Black Edition and would not trade it for anything. I also own a DSLR but they are much more pricey and fragile. GoPros are obviously an action sports camera but that also seems to fit what you want to use the camera for. Go for the high quality ultra-durable GoPro!

Honestly at that price range, a gopro and a mount of some sort would be your best option. Good video cameras cost a lot more. It you can scrap together another 100 or so you can probably find a used t2i and 18-55 lens

Like he said a t2i would be your best bet. If you go the gopro rout you will just be one of those kids with a gopro on a stick following your friends around.

There is no info there besides the pics, but it looks like a standard video camera, and a few lens attachments (which can hurt video quality). Definitely not worth even close to 400 IMO, I would get the model information from him and see what normal retail is on it, and how much used ones are selling for

also i'm going to bring up a question about what you want to do with it. do you want to do POV shots and something you can take in the water/ get a lot of snow on? if so, get a gopro

if you want to make more cinematic shots or follow cams through the park and stuff, get a nicer camera. also the nice camera (t2i or similar) offers more room for growth. with a gopro, you are stuck with exactly what you have (minus maybe a few software updates). something like a t2i is generally accepted as a great camera, short of professional quality, but anything that the general public or low time filmmaker would need (a lot of good edits/webisodes on here are filmed with a t2i). also once you get a body and a lens, there are so many more things you can start getting to expand your possibilities, such as new lenses (wide angles, fisheyes, telephoto, etc) as well as glidecams, mics, etc

awesome looking follow cam/stationary shots with tons of room to upgrade and improve your skills: t2i

I just want to have a camera that does good photo and good videos, during skiing or tramping. So I can't take my t2i when it is raining or when it's snowing?

No you wouldn't want to take a standard DSLR like the T2i out in the rain or heavy snow. They're anything but waterproof. That's what's nice about GoPros: they're bombproof.

People who are saying he should buy a t2i are stupid. So even if he scrapes together Nother 100 to buy it with the kit lens he is still left with out an sd card (20) a bag (30 for a real shitty one) some form of stableisation (looking at at least 150 to get a tripod that is even worth using) spare batteries (20)

If you are thinking about getting a dell I would say you need at,east 750 as a base point and then be willing o add to tht over time, if he only has 400 now I really can't see him being happy with the setup that he gets, and it might be a long time before he can properly build on it...
