So I use public transit on the occasion that I don't have my bike around, but from observing from my deck, I've noticed a couple of things about bus services in a small community.
This would most likely have to be a proposal to local government (county, even city): Bus drivers, since they are formally trained, licensed, and randomly monitored, should be allowed the discretion to treat a *Stop* sign as a *Yield* sign if current traffic levels allow.
ex. If bus services in said area run late, and not many cars are on the streets, or if it's between rush hours and there are no obstacles, then the bus driver should continue on through the intersection without putting on the brakes to stop.
