there's a law similar to this in Ontario. with the second stage of your learners permit you're not allowed to drive with more than 2 friends in the car past midnight or something.
In Michigan I'm pretty sure the law is only 1 non related passenger, no driving after 10, for 1 year. But all these restrictions are taken away if you are going to or from a school event. The 10 p.m. curfew is definitely the worst though
From NY - 1 friend in car with Junior liscence, and you also can't drive after 9. But if you took drivers ed, you can get your senior liscence at 17 and skip all that. It gets confusing and really technical. Assuming you're upstate, you can read more here:

Also, no cop is going to pull you over because you look young and you have more than one other kid in the car. Same with driving at night.
michigan, at 16 you can only drive with one person until youre 17 and you can't drive past 10 o clock. it was really lame because it was just placed at the time i turned 16.
It's shitty, but it makes sense. Seeing what friends do with cars I can understand why these rules are in place. Like, if there was an unlimited passenger rule i'm pretty sure all my friends and I would die.
all the driving restrictions are annoying and seem stupid at the time, but wait a few years and get some experience and you'll realize they make perfect sense.
It really is one of those things that you just need experience to be any good at. Unfortunately people don't realize that.
its the exact same in oregon, but if you get caught its a slap on the wrist. and if they catch you three times they take your license for like a month or something, no big. and ive never actually heard of anyone being checked or caught or getting in any kind of trouble for it, except if theyre parents care or something stupid. either way your fine
My friend got ticketed here in Utah just last week. If someone who is 16 in the persons car, like the passanger, who is has not had their licence for 6 months the passenger gets ticketed too
to everyone saying cops don't care, it's not that. it's because it's almost impossible to enforce. they can't pull you over for not doing anything and since you're new to driving you're on your parents insurance, so when their scanners on their cruiser scan your license plate it shows up as your parent, not you. if you get pulled over with kids in your car and you're not allowed you will get the full penalty
do it and dont get pulled iver because if you do its just another thing that they can add onto the charge. If yoiu did get caught in a pull over situation just say that your friend is your brother/cousin because you are allowed to drive as many family members as you want (at least in arizona)
Iowa you can drive at 14 and by 16 it's pretty much limitless I think except for a curfew. No one listens to the curfew or if there is a passenger limit.
vermont, no one for 3 months (unless with parent), then only siblings for next 3, then you are fine. Only thing is that you can still lose your license (temporarily, usually 3-6 months) for going only like 15 over until you are 18
