It's a good setup for a horror movie but why would a country possibly do that? Maybe it's explained better in the movie than in the trailer.

I agree but the Hunger Games isn't targeting realism. This trailer has the random statistics at the beginning and I got the feeling that it was meant to be "something that could really happen."

I guess the fake statistics at the beginning just rubbed me the wrong way.
