It's a dumb picture. The implication that money and material wealth dictate and guide human actions, albeit cliche, is understandable. But I don't understand why the monkey would be holding the fishing rod. This seems to imply that our actions are directly controlled by either a) monkeys or b) our extremely ancient ancestors. Neither of which makes any sense.
Another interpretation is that the quest for wealth has fueled our evolution. This doesn't make any sense either. It's well-established in the scientific community that differential reproductive fitness is what fuels evolution. The quest for wealth has nothing to do with evolution.
My best guess is that the picture doesn't actually have any meaning. The author probably created it because he knew it would be thought-provoking. He was probably hoping people would attach their own meaning to it.
