From a T3 or a T3i?
T4i is a worthless 'upgrade' as nothing legitimate really changed from a T3i.
Here are the reasons to get a 60D or a 7D over a rebel.
Both have better viewfinders. 7D has weather protection (60D is also better build quality), and both have a secondary selection wheel, whereas the rebels have lame buttons for exposure control. 7D has a 8 fps burstmode, 60D shoots just over 5, and the rebels are just plain slow. Both have better AF than the T3i (although, I think the T4i and the 60D have the same AF... anyone care to check that for me?)
Ultimately, if you're just shooting video, a rebel is fine, but if you're shooting a lot of photos and/or sports stuff (IE: skiing photos) you'd want at least a 60D if you can. If not, do what I did, and get a used T2i (just the T3i/T4i without a flip screen) in great condition for about 350, and get something like a used 30D (think of it like a 60D without the flipscreen or video mode - shoots just as fast burstrate and same body construction/feel) in likely solid condition for 150-200$. Considering what the T4i/T5i/whatever cost brand new, you could get two cameras (or at least close to two) for the price, and then that's all you'd likely ever need forever.
