Help Building A Metal Shotgun Rail

Im in need of some help, I'm trying to build a metal shotgun rail. I have two pipes that I'm going to use already but 1. I don't know how to make them connect and 2. I don't know how to attach them to the supports or base for the rail. 3. Lastly the rails aren't too smooth so it seems like I would catch my edges on them. Anybody know what would make them smooth so they arn't catchy.

If you wana do it right you need an angle grinder and a welder... However thats hard for some people to get a hold of (or use). If you can get a welder and know someone who knows how to use one (you can rent them some places) use it, you can make better rails than some mountains have haha.
If you can't though the other way is to drill through the pipes with a drill bit for metal, just like you would for a PVC rail and then you can screw it onto whatever base you make. There's a good design on here I think for a base.
Metals really hard to get smooth though, if its messed up, without an angle grinder, so maybe see if you can rent one for a day from a hardwear store. If its not too bad though you can sandpaper off any rust, wax it, and slide it till its smooth. Most urban rails aren't ground out and smooth anyways right?

Sorry I meant to say sandpaper the rust, then file it with a metal file if it needs it, then wax
