Okay to clarify... I know I'm not a dumbass! But my other hood from the *same* year fits smaller all I know and hear is samples usually fit bigger so I'm now wondering what makes something a sample for clarification

What makes something a sample is if the manufacturer sent it to you as a sample of the rest of what they are going to make and you okay or change the sample.

It depends what hoodie it is. Jiberish has different lengths for certain hoodies because some of them are more pushed towards streetwear than others.
