How to get a spot in the Olympics

Just wondering how I can get a spot in the Olympics for next year. Which countries will have a team, and can I move to Jamaica and get on a spot with them? Do i need some AFP points? What is the max athletes from each country?

I' pretty sure at the last Olympics there was one representative or something. if I remember correctly he was born in the British Virgin Islands but grew up in the UK, and didn't quite make it into to team GB. It was something like that, my memory is hazy right now.
