IMO, if you plan to learn and expand your knowledge about cinematography, I would go for a DSLR. The t3i with an 18-55 IS lens is $699. With this setup, you have the ability to eventually add on amazing lenses and get great video, but this requires both an investment in time in money.
If you plan to just follow your friends around, and feel as though shooting on auto with auto focus is more than enough, I would go with a handheld camcorder. The optics are a great inbetween from the 18-55 and a higher end lens. The IS is also great in these cameras too. Not as good as a camera mounted to a glidecam, but good enough to get steady shots. The canon M50 is a great camera. You won't get 60p though.
IMO, it all depends where you see your self in the future. Do you want to put in the time to learn how to use a DSLR (manual focus and exposure) or do you just want to reide with friends and film them.
