What does bubbling on your pants/jacket mean?

Same thing happened to me. It is delamination of the layers, caused by water getting between the layers.
What I did was tumble dry them on low, to try and evaporate the water out. Then I took an iron, on low-medium heat, and put a piece of fabric between the pants and the iron and moved it around quickly. This was to try and smooth the wrinkles.
The next step is to re-waterproof, either using a spray or techwash.
Its a sign that your garment is on its way out. You constantly need to re-waterproof to prevent this from happening again. Hope this helps.

Yea it means moisture got inbetween the layers they arnt ruined yet but eventualy it will/could spread
