Outerwear Bubbling

So I got some used pants (Saga Smoke and Mirrors) and there is some bubbling under the too layer. It's located at the knees and crotch area. Is there anything I can do to fix it/stop it from spreading or getting worse. Thanks guys, plus k for help.

Sounds like delamination. But without actually seeing it, that is just pure speculation.

Did you wash it?  Usually this happens when people put it in the washer..

I personally never washed them. I only bought them yesterday.

This is delamination. Moisture is getting between the face fabric and membrane. This typically happens from laundering at a high temperature. The garment should still be a fair bit waterproof but the bubbling will saturate and look shitty.
