What I do is listen to the music a few times and mark over where the beats are (or other places where I could use in it). In AE I believe you just hit shift + (number 1-10) and it marks a number above the timeline for that spot.
Use premiere to do the actual cutting and adding music and possibly color correction/grading (or use some other program, I like to do it in ae since it s what I know best (and you can do good masking with it)). Then to do stuff like motion trackign or 3d effects or some other stuff in ae. You can basically use premiere pro for most of the edit. Ae is just for some special stuff mainly.
