Anyone know of any apps that do the best job of capturing your top speed? I've used a couple that are kind of janky and definitely don't work properly.

Its funny how wrong you are. Any app for skiing takes elevation into effect, ski tracks is pretty accurate. I tested it with a car, it calculates your speed by the rate of change in longitude and latitude, and takes into effect elevation as well then just converts it from degrees/hour to miles/hour. Ive tested it with cars on "hilly" roads and it works almost perfect. And theres no more accurate way of calculating speed than a gps. At least to my knowledge.
