How to do Ryan Sheckler Effect

I'm wondering how to do the effect at 1.39. My guess would be a lot of cutting of frames and then motion tracking those certain frames?

search abekislevtiz on youtube, go to his page, and there should be something marked tutorials. Its actually pretty easy to do
