Attach a ziptie to their drive shaft so it makes alot of noise when they drive. Completely harmless and funny as fuck.

get a few bags of jumbo marshmellows and bite them in half, then put the sticky sides covering the windows, it is nearly impossible to get off and you cant see, or find some glass you can break, roll down their window and spread the broken glass arond and in the car, then go tell them you just saw someone they hate break in their window, print off some fake parking tickets online is super easy or if you want to scare them get vegetable oil and smear it all over the muffler, when it gets hot it will burn and create ALOT of smoke
