mostly likely not, they stop the view counter at 300 to count the views to make sure they're all legit and once youtube has counted the views they update the view counter. The reason it stops at just over 300 sometimes, in this case 305 is because multiple people view the video at the exact same time. This happens only when a video receives a large amount of views right away and it's why you sometimes see a video with only just over 300 views and already thousands of likes
