CPA sizing

I have a question about city prospect appareal's sizing. On their website the sizing chart says the length for XL - 3XL is 33 inches. Can anyone tell me the correct lengths? Also does anyone know how they measure length? Because I bought a Stept riding long sleeve in 3XL last year and the website said 38" and it was like 33". If anyone has bought like 4XL or 3XL CPA from this year please help me out.
