Rape is worse. Rape changes the victim. It affects them for the rest of their life negatively and gives every victim slightly different issues. At least consensual sex isn't going to scar the person forever.

Consensual sex at the age of 12 and under....

I can almost guarantee you it will having just as bad if not worse effects. I think virginity is also a huge factor in this....definitely not a conversation to be had on NS though.

Consensual with a 12yo is worse.

It's being done to a more impressionable victim. It will change them because it is happening at such a young age when they are still developing. The kid thinks its consensual but they don't really know.

And although an adult rape victim may be susceptible to permanent damage, they are at least rational and can get over it.

Regulated by state, a few states are 16. In Mt a 16 year old can consent to someone within 2 years (16 up to 18, 17 up to 19) then at 18 it's fair game.

According to the Amazon's Satere Mawé tribe, people as young as eleven year olds can become adults and eligible for marriage as long as they pass the coming of age ritual (Being stung by multiple bullet ants). Not justifying anything, but just to give an insight in different cultures and their perception on adulthood.
