Helmets are made to go on your head, not on a hat and goggle strap and headphones or whatever other cranium accessories you have. I'd say put the helmet liner right on your head. A lot of people do like to put a balaclava on first though, I have a thin underarmour one I sometimes wear under my helmet, but you should be buying a helmet to fit your head, not getting a bigger/looser one to accommodate extra layers underneath. If it doesn't fit right it won't protect you.

despite what some people claim, the liner of your helmet has absolutely nothing to do with it's safety. Wear your hat and goggles underneath if you want, it won't significantly effect safety. But, you want to make sure that, if you wear it this way, the helmet still fits securely on your head.

i have a smith holt that i took the headliner/ear flaps out of, then took athletic tape and taped over all the velcro spots. i wear a medium weight coal beanie underneath and it fits perfect
