Jail, shelters, freeze to death.

Homelessness is brutal. Yes, sometimes people choose to live that way because they don't want to work, etc, but the vast majority of homeless people have some kind of mental illness. It's not like people can just choose to stop. The movie 'The Soloist' is a pretty decent representation of homelessness (other than the musical genius part. Not quite as common).
