Yes, No Child Left Behind is terrible, and I don't agree with the Virginia mandates, BUT, they are at least trying to address a real issue which is the relationship between race and school performance.
I agree that it is socio-economic issue at root, but any good socio-economics study or analysis will include the link between income and race. To gloss over that is to gloss over hundreds of years of socio-economic history and the power dynamics between race and wealth in the United States, all of which have led to today and the outcome of the relationship between race and what sociologists call "life chances."
Saying it's not racially based at all is ridiculously innacurate statistically. Socio-economics in large part has a shit ton to do with race, it'd be ignorant to ignore that.
