Probably an easy answer, cinema tools dont work no more in mountain lion. Whats my best option for conforming that 60fps down?

Just edit in a 60fps timeline, then slow it down to 40% for ultra slowmo or anywhere between for different speeds.

gosh I didnt try that cause it seemed to easy. What was the point of conforming then? or will conforming to 24 still give me better quality then regular speed change?

I mean, conforming is the best way to do it because it sets a certain frame rate instead of just modifying the clip to be slower, know what i'm saying? I edit in 60fps for all of my edits so yeah, it looks fine. But, now that I have adobe I can conform within premiere, so i've been doing that now.

New Final Cut X conforms from within as well.
