Writers not writing anything? WTF is up with that

So I work for a newspaper I'm the copy editor and my writers keep giving me shit excuses about the reasons they don't write their articles. They take an article but then don't write it when it's due so NS I ask you.

What should I do? (Pee in their butt not acceptable)

Forgot to add this is for my College Paper and the writers do get paid quite a bit $0.05 per word (for a 1000 word article thats $50) and $5 per published picture.

It takes me about 1.5 hours to write a 1000 word article so that's pretty good money i think. They just don't do their shit when it's due....

For every article they don't hand in on time without a reasonable excuse, reduce the amount they are paid by 1 cent.

hire new freelance writers? that's pretty close to what freelance writers get paid for articles for a mid-sized newspaper (circ of 50k ish)
