Cowboystudio $20 shoulder rig? Anyone tried it?

Saw this cheap little shoulder rig on amazon for only $20 and thought i might try it out. Has anyone used it? I was thinking I could attach a little handle and some 15mm rails onto it like this person did

What do you guys think of it? Has anyone used one of these before?
