Depends on what your looking for.

If your looking to just go and ride and have fun go to windells.
I would say CoC, but I had a chance to ride there for free this summer and there line-ups are pretty bad. Especially at lunch time when momentum uses the T-Bar to go up and eat lunch and at the end of the day when Public, CoC, Momentum, and Dave Murray all use it to get out of the Glacier.

If your looking for some serious coaching from real pros, go to momentum, they have the top pro's there and it's really chill & you get a private T-bar.

Mount Hood Summer Ski is good because its cheap. COC is sick because of the village and the park is crazy nice. So if money is an issue MHSC is a good option.
