Do you mean move them on the shell or actually shorten the cable.
The cables have a couple of postions you can set them in. Its on the side opposite teh buckle. When the cable is off the buckle, you should be able to push it to realse it, then just put it in a slot further inwards.
If you have done this and you have the buckles all the way in, then chances are you got the wrong size boots.
