Is it true on 28 and 28.5 full tilts the shell is the same and the liner is a different size? +K for answer

yep its true for all boots, Most just actually use the same shell and liner and only change the volume of the stock insole. So in most cases once you put a custom footbed in the boot,the 28 and 28.5 would be identical.

True for every shell.to make half sizes in a shell would cost wayyyy too much. So they do it with the liner
